The researchers of the Land Laboratory; Francisco José Ónega,
José María Tubío e Andrés Manuel García have participated
from the 8th to the 10th of October in the event of the
project F:ACTS!
that took place in Portugal.
F:ACTS! (Forms for: Adapting
to Climate Change through Territorial Strategies!)
is a project funded by the Interreg IV
program of the European Commission, where 14 partner
agencies from 8 countries participate. Among the Spanish
partners are the Regional Ministry of Rural Affairs of Galicia
and the University of Santiago de Compostela. F:ACTS! is
oriented to generate knowledge on integrated territorial
strategies for climate change adaptation, exchanging experience
and good practices between its partners. Furthermore, it
is intended to gain new experience in this area by the implementation
of this kind of strategies in five pilot projects. Territorial
integrated strategies seek the adaptation to climate change
through policies and instruments aimed at fostering changes
in land use and tenure as well as land multifunctionality.
During the event in Portugal, a presentation on 3 Portuguese
planning instruments was attended at the Wine Museum in
Régua; these instruments are: The ITI (Territorial Integrated
Intervention), the PAT (Territorial Action Plans) and the
ZIF (Forest Intervention Zones). Later, several experts
made an introduction to the problems generated by climate
change in the Douro Vinhateiro Region, and talked about
how ZIF were applied in the municipality of Mação to prevent
forest fires and about the ITI of Douro Vinhateiro region,
aimed at conserving cultural landscapes in the area. Then,
a workshop was organized to study the potentialities of
the 3 instruments to implement integrated territorial strategies.
It was also visited the pilot project of Baixo Vouga Lagunar
Natura 2000 Area,
where it was made a field visit with an expert of the University
of Aveiro. Afterwards, it was attended some lectures at
Estarreja Public Library on Portuguese climate change adaptation
strategy, on water management and on the management plans
of the natura 2000 area of Vaixo Bouga Lagunar.
In the last day, the F:ACTS! team attended several conferences
in Porto, on climate change adaptation in sectoral plans
of the region of Northern Portugal, the energy saving measures
promoted by the Energy Agency of Porto and the rehabilitation
plans of the historic town of Porto . The event concluded
with an activity coordination meeting of F:ACTS! team.
