Last December 20th Manuel Borobio, head of the
Department of Sustainability and Landscape
of the Xunta de Galicia, gave the lecture "Coastal planning
and new landscape strategy", which is also part of the
Master in Sustainable Land Planning (MTT)
organized by the University of Santiago de Compostela (USC).
In his speech Mr. Borobio explained the process of drafting
the Coastal Planning Management
(POL: Plan de Ordenación del Litoral) document and the used
methodology, particularly the criteria used to define the
Galician coastal area. The landscape, geological and geomorphological
components, as well as coastal biotic processes were key
elements in this definition. He also noted that the aim
of the POL was integrating nature (biotics) with the human
(anthropogenic), that is, trying to make that uses and human
activities were in equilibrium.
Finally, he made an initial evaluation of the POL, after
a year in force, indicating how their 10 determinations
influenced municipal planning and sectoral policies such
as aquaculture. The lecture ended with a discussion with
students of the master, where they debated on the planning
in Galicia, the role of the coming Land Planning Institute
and the new landscape strategy for Galicia as an extension
of the methodology used by the POL.
